Whether WIRE_PROTOCOL.md §8 calls an error retryable.
UNAVAILABLE always; RESOURCE_EXHAUSTED only when it carries RetryInfo.
Everything else is final – ABORTED included, which means “retry the whole
operation at a higher level”. A classification, not a policy: nothing in
this package retries an RPC error automatically.
